Born in Haverhill, Massachusetts, son of the late William A. and Helen (Taylor) Goodwin, he was raised and educated in Groveland before moving with his family to Patchogue, Long Island, NY, where he attended the local high school and was a member of the baseball team.
Bill entered the U.S. Army in 1975 and served honorably as a Specialist 4 until 1978, and then re-enlisted in 1981 and served until his honorable discharge in 1985.
