It is with deep sorrow that we announce the passing of Paul C. Blanco, 81, a beloved husband, father, grandfather, great grandfather, and dedicated public servant, who left us on July 30, 2025. He resided in Lake Elsinore, CA at the time of his passing surrounded by his family. Paul was a remarkable individual whose life was marked by a profound commitment to his community and a passion for helping others.
For over 20 years, Paul served as a Medical Case Worker Il for the Department of Mental Health in Los Angeles County, where he made a significant impact on the lives of countless individuals. His work with the Coastal Asian Pacific Mental Health Services Agency involved supervising and supporting mentally ill patients, ensuring their medical, economic, and shelter needs were met. Paul was known for his compassionate approach, providing mental health evaluations, crisis intervention, and community outreach, all while advocating for those in need.
A pioneer in his field, Paul co-founded the Asian Pacific Mental Health of Long Beach in 1986 and the Federation of Filipino American Associations, Inc. (FFAAI) in 1984. As President and CEO of FFAAI, he worked tirelessly to implement culturally and linguistically appropriate social services for the residents of Los Angeles County.
With a deep commitment to his community, Paul was actively involved in numerous civic and charitable organizations. He served as Commissioner of the Dr. Martin Luther King Jr. California Holiday Commission under the administration of Governor George Deukmejian, as a member of the Presidential Delegation to the Philippines to attend the Fall of Bataan and Corregidor under President George H. Bush, and as Commissioner for the Long Beach Citizen Police Complaint Commission and Transition Team during the tenures of Mayor Ernie Kell and Mayor Beverly O'Neill, and served as a member and held leadership positions including President on the Long Beach Board of Water Commissioners appointed by Mayor Bob Foster, among many other contributions.
Born in Echague, Isabela, Philippines, on July 2, 1944, Paul earned a Bachelor of Arts degree in Psychology and Philosophy from Philippine Christian University in 1965, followed by a Master of Arts in Organizational Management from the University of Phoenix in 1994. His contributions to the community were recognized with numerous accolades, including a Professorship of Academic Leadership and a Certificate of Special Congressional Recognition for his service to Filipino Veterans.
Paul was also honored in "Who's Who Among Asian America" and "The International Directory of Distinguished Leadership." His legacy is immortalized in the Community History Mural in Long Beach, a testament to his lasting impact.
Paul C. Blanco is survived by his two daughters: Paulyne Blanco Jalique (Married to Dominador Pegarido Jalique, Jr.) and Michelle Blanco Tagudin (Married to Rene Antonio Tagudin, Jr.); his 7 grandchildren: Christian Jordan Blanco Jalique (Married to Teressa Cervantes Jalique), Anyssa Rianne Blanco Jalique, Aryn Michelle Blanco Jalique, Zion Taylor Blanco Tagudin, Kingston Isaiah Blanco Tagudin, Nixon Ryan Blanco Jalique and Jaxon West Blanco Tagudin; and his three great-grandchildren: Wesley Noah Cervantes Jalique, Isaiah Lorenzo Cervantes Jalique, and Elijah Manuel Cervantes Jalique.
Throughout his life, Paul was supported by his loving wife, Miriam Asis Blanco (deceased 2017). His high standards and unwavering dedication earned him the respect and friendship of all who knew him.
As we remember Paul C. Blanco, we celebrate a life well-lived, marked by service, leadership, and love. He leaves behind an indelible mark of excellence and a legacy that will continue to inspire future generations.
