Joe was born in Sual in Pangasinan Province in the Philippines and received his Bachelor of Science in Civil Engineering before moving to Bangkok, Thailand, where he met Claudine Kulanet and Marissa and Romualdo (Sonny) were born. His work took him to Saudi Arabia, Laos and Indonesia and in 1982 the family moved to California. He worked at Ralph M Parsons Construction in Pasadena for many years before retiring to spend more time with his grandchildren, the Pangasinan Brotherhood and his Mah Jongg friends.
