Frank Dewayne Wesley was born on April 18th, 1958, in Compton, California, to Willis “A” Wesley and Bernice Beatrice Wesley (Teate). He was the only son among seven children, growing up surrounded by sisters who shaped his early years with love and strength.

Frank’s education began at Mona Park Elementary School and continued through Ralph Bunche Middle School. It was during his youth that he accepted Jesus Christ as his Lord and Savior and was baptized. Frank attended Centennial High School, where he was a proud member of the band and served as Student Body Senior Class President and later earned his high school diploma. He later attended Compton College, laying the groundwork for a life marked by service, leadership, and innovation, culminating in earning his college degree.

Frank began his professional journey with Hughes Aircraft as an engineer, starting part-time and advancing to full-time service. His career included a special assignment in Tijuana, Mexico, contributing to a remarkable 18-year tenure. He later founded Westeck, a technology venture that encompassed teaching computer classes for the Lynwood Unified School District, repairing computers, and serving as a videographer for celebrity events and special occasions.

On September 18th, 1989, Frank paused his rides on his motorcycle to welcome his baby girl, Candace Bernice. He was a steadfast presence in her life, and anyone who knew Frank understood the central role Candace played in his heart.

Frank’s impact extended into athletics and community service. From 1995 to 2003, he coached the number-one track team in Lynwood, mentoring and inspiring young athletes; many of whom would become stars. He also volunteered with the Compton Fire Department as a ham radio operator, faithfully serving his community in his spare time.

After a few hopeful chapters in love, Frank found his soulmate in Vicki (Marivic) in 2005. With that union, he lovingly embraced and began guiding her two sons, Jozef Shyman and Jesse Ramos-Shyman, as his own. Family was one of Frank’s most cherished values. He consistently taught the importance of standing by one another through every circumstance and encouraged each of them to think independently and make their own decisions, regardless of outside influences. Frank firmly believed that family transcended ethnic backgrounds, culture, and differences - it was about loyalty, love, and simply being there for one another, no matter what. After 14 devoted years together, Frank and Vicki sealed their love in marriage in 2019, continuing to build a life grounded in unity, faith, and unwavering commitment.

A dedicated professional, Frank began working for the Long Beach Water Department in 1995 as a Telemetry Technician. He and his team were responsible for helping produce millions of gallons of safe, potable drinking water distributed throughout the city. In addition, Frank was honored with a Certificate of Community Service on February 25th, 1997, alongside three of his colleagues: Tony Gonzalez, Doug Mckee and Tom Vignerie, for their quick thinking and decisive action during a critical emergency. After noticing a fire, they immediately alerted their control office to ensure the prompt dispatch of fire units. Without hesitation, they sprang into action - locating the fire in a utility room and shutting off the gas and electrical service to the apartment building. Their swift response helped prevent further danger and saved many lives.

After 28 years of service, Frank retired from the Long Beach Water Department. In retirement, he enjoyed travel, karaoke, concerts, savoring endless seafood buffets, casino visits, building computers and systems, time with loved ones, and moments of TV and conversation.

Frank is preceded in death by his parents; Willis and Bernice, and his sisters; Penny and Yvonne. He leaves behind his wife, Vicki, four sisters—Michelle (Kansas City, MO), Cynthia (Wharton, TX), Kim (Folsom, CA), and Nicol (Bellflower, CA) — as well as four children whom he helped raise: Christian (Enise), Candace (Jota), Jozef, and Jesse. He also leaves behind five grandchildren — Kadence (10), Kash (8), Kayson (3), Kamilla (2), and Kadmiel (10 months) — and a host of nieces, nephews, and cousins who loved him dearly.

Frank, a devoted father, grandfather, brother, and friend, passed away on February 8th, 2026, surrounded by loved ones. His legacy is one of family devotion, community service, and an enduring spirit of generosity. He will be deeply missed by all who knew him, and his memory will live on in the lives he touched.
